On the afternoon of April 25, 2025, the People’s Committee of Quang Ngai Province held a meeting to address proposals from Hoa Phat Dung Quat Steel Joint Stock Company regarding difficulties encountered in implementing projects in the area, including the steel railway and high-quality steel manufacturing project of Hoa Phat Group.
Quang Ngai focuses on resolving Hoa Phat’s proposals to ensure project progress
The meeting welcomed Mr. Nguyen Hoang Giang, Chairman of the Quang Ngai Provincial People’s Committee; Mr. Tran Phuoc Hien, Vice Chairman; and leaders of the Dung Quat Economic Zone and Industrial Zones Authority, Department of Industry and Trade, Construction, Environment, Home Affairs, and Justice. Representing Hoa Phat Dung Quat Steel JSC was Director Mai Van Ha along with other company board members and department heads.
Speaking at the meeting, Mr. Mai Van Ha – Director of Hoa Phat Dung Quat Steel Joint Stock Company – shared: “Over the past eight years, the Company has consistently strived to build and develop key projects in the Dung Quat Economic Zone. We especially appreciate the close and dedicated support from the leadership of Quang Ngai Province with related departments and agencies. Thanks to this strong coordination, the Hoa Phat Dung Quat 1 Integrated Steel Complex was successfully completed and has been operating efficiently since 2021.”
Currently, the Group is focusing on completing the Hoa Phat Dung Quat 2 Integrated Steel Complex and is planning to launch several other projects in the province. Among them, the Hoa Phat Dung Quat Steel Railway and high-quality steel manufacturing project, with an estimated investment of VND 14 trillion, is scheduled to commence construction in the near future. This project is part of Hoa Phat’s commitment to the Prime Minister to supply steel products for high-speed railway projects, meeting national infrastructure development needs and enhancing Vietnam’s heavy industry capacity. The procedures for investment approval and site preparation are facing several challenges, such as stalled projects occupying land, land encroachment, and other administrative hurdles.
Chairman of the Quang Ngai Provincial People’s Committee, Mr. Nguyen Hoang Giang, requested that departments and agencies coordinate closely to address the company's proposals.
Chairman Nguyen Hoang Giang emphasized: “Quang Ngai considers Hoa Phat a strategic investor. The province will promptly resolve all issues within its authority to prevent the enterprise from being delayed.” He also urged departments to coordinate closely, avoid passing responsibility, and shorten the processing time for company procedures. The People's Committee of Binh Son District — where the project is located — was assigned to assist with land clearance and resettlement transparently and effectively. Each proposal from the company was assigned a specific deadline by provincial leaders for the departments to complete.
Chairman Giang reaffirmed the province’s support for businesses investing in Quang Ngai, especially Hoa Phat. The steel railway and high-quality steel manufacturing project is crucial to meet the demands of national railway infrastructure. Thus, the province will focus on removing obstacles to ensure timely implementation.The provincial leadership directed that, within the scope of its assigned functions and responsibilities, the Dung Quat Economic Zone and Quang Ngai Industrial Zones Authority (the Authority) shall consult with relevant ministries and agencies to complete the procedures for securing legal approval of the project’s investment policy, and report back to the Provincial People’s Committee no later than May 15, 2025. The Authority shall coordinate with the District People’s Committee to review and agree on an early compensation and land acquisition policy for households and structures along the steel railway project corridor, in order to accelerate site clearance and resettlement progress.
Hoa Phat Dung Quat Steel JSC also requested provincial support on issues such as the auxiliary project site of Dung Quat 2, resettlement infrastructure, and approval for temporary material storage sites during project execution.
Mr. Mai Van Ha, Director of Hoa Phat Dung Quat Steel Joint Stock Company, affirmed that the company will implement its projects on schedule and make increasingly significant contributions to Quang Ngai Province.
On behalf of Hoa Phat Group, Director Mai Van Ha expressed gratitude for the timely and determined efforts of provincial leaders and departments in addressing these challenges. The company pledged to execute its projects on schedule and in full compliance with regulations, contributing more significantly to Quang Ngai Province.
To date, Hoa Phat has invested USD 7 billion in the Dung Quat Economic Zone, with its key projects being the Hoa Phat Dung Quat 1 and 2 Integrated Steel Complexes, totaling over VND 171 trillion (approx. USD 6.8 billion) in investment and a combined capacity of around 12 million tons of steel annually. From the start of the project in 2017 until 2024, Hoa Phat Dung Quat has contributed nearly VND 35 trillion to the state budget.
The group’s projects in the Dung Quat Economic Zone have created jobs for about 17,000 direct workers, and tens of thousands more via contractors and partners, 80% of whom are local residents. Average monthly income is over VND 13 million per person. Since 2017, the company has also invested about VND 150 billion in social welfare programs.
