Hoa Phat breaks ground on Hoang Dieu Industrial Park, set to welcome investors from Q4 2026

On May 14, 2026, as part of the 2026 Hai Phong Red Flamboyant Festival, Hoa Phat Group held the groundbreaking ceremony for the Hoang Dieu Industrial Park infrastructure investment and development project in Gia Phuc Commune, under the direction of the Hai Phong People’s Committee. The project marks Hoa Phat’s first industrial park development in Hai Phong and is expected to begin leasing infrastructure to investors from the fourth quarter of 2026.

The ceremony was attended by Mr. Le Van Hieu, Vice Secretary of the Hai Phong Party Committee and Chairman of the municipal People’s Council; Mr. Pham Van Thep, member of the municipal Party Standing Committee and Head of the Hai Phong Economic Zone Authority, along with leaders of local departments, agencies, and Gia Phuc Commune.

Representing Hoa Phat were Mr. Hoang Quang Viet, member of the group’s Board of Management, and Mr. Tran Kien Cuong, Director of Hoa Phat Urban Development and Construction JSC and concurrently Director of Hoang Dieu Industrial Park Infrastructure Development JSC, together with executives from Hoa Phat Real Estate Corporation subsidiaries.

Located in the northern key economic region, Hoang Dieu Industrial Park sits adjacent to the Hanoi–Hai Phong Expressway and National Highway 37. From the park, businesses can easily connect to downtown Hanoi, 55 kilometers away; Dinh Vu Port, 60 km away; Noi Bai International Airport, 85 km away; and Gia Binh International Airport, 35 km away. The location is expected to provide convenient access to northern Viet Nam’s manufacturing and logistics supply chains.

The project spans 245 hectares with a total investment of nearly VNĐ3.4 trillion. Developed by Hoang Dieu Industrial Park Infrastructure Development JSC, a subsidiary of Hòa Phát Group, the industrial park will focus on developing and leasing industrial land, factories, warehouses and office space, while prioritising high-tech manufacturing, supporting industries and logistics enterprises.

The project has already received its investment registration certificate and is currently preparing for infrastructure construction. Under the plan, phase one technical infrastructure will be completed and handed over to the first investors from the fourth quarter of 2026.

Speaking at the ceremony, Mr. Tran Kien Cuong said Hoang Dieu Industrial Park is being developed under a next-generation industrial park model, serving as a platform for green manufacturing, technological innovation, and sustainable growth, rather than simply providing industrial land and technical infrastructure.

The group said its green development orientation would be integrated from the investor selection stage. The industrial park will prioritise high-tech manufacturing, supporting industries and logistics companies, especially businesses applying clean and energy-saving technologies in line with global supply chain shifts and increasingly stringent ESG requirements from multinational corporations.

“We are not pursuing occupancy at all costs in the short term,” Mr. Cuong said. "What matters is developing synchronised and carefully planned infrastructure from the beginning so investors can confidently implement long-term projects, expand operations and achieve sustainable growth."

Hoa Phat has invested in a centralised wastewater treatment system with an initial capacity of 6,000 cubic metres per day and night, meeting environmental standards while allowing flexible expansion based on business demand. The park will also provide a stable clean water supply, uninterrupted electricity through an on-site 110/22kV substation, an internal fire prevention and fighting system, and telecommunications infrastructure built to international standards.

With more than 20 years of experience in developing and operating industrial park infrastructure, Hoa Phat has built industrial parks in line with different stages of economic development. Following the launch of Hoang Dieu Industrial Park, the group’s total industrial land bank nationwide has reached more than 2,260 hectares across Hung Yen, Bac Ninh, Ninh Binh and Hai Phong.

The group’s existing industrial parks – Pho Noi A and Yen My II in Hung Yen Province, and Hoa Mac in Ninh Binh Province – have reached occupancy rates of around 95 per cent of developed industrial land, attracting hundreds of domestic and foreign enterprises, including corporations from the US, Japan, South Korea and Europe.

Hoang Dieu is Hoa Phat’s first industrial park project in Hai Phong Province. In addition to industrial land, the project includes accommodation facilities for workers, labourers and experts, along with supporting services and utilities.

The groundbreaking comes as Hai Phong continues to emerge as a major industrial and logistics growth hub in northern Viet Nam, accelerating industrial investment attraction, improving infrastructure systems and expanding development space following administrative boundary adjustments effective from July 1, 2025.

Hoa Phat said it would mobilise resources to ensure the project progresses on schedule, meets quality standards and complies with legal regulations, contributing to investment attraction, industrial development and budget revenue growth while supporting Hai Phong’s goal of achieving double-digit economic growth during the 2026–2030 period.

In the coming years, the group plans to continue developing green and sustainable industrial park infrastructure integrated with social housing projects for workers in key economic regions nationwide.
