Australia drops anti-dumping probe into Hoa Phat’s rebar exports

Australia’s Anti-Dumping Commission (ADC) has decided to terminate its investigation into products from Hoa Phat Hai Dương Steel Company. As a result, concrete reinforcing steel (rebar) exported by Hoa Phat Group to the Australian market will not be subject to anti-dumping duties.

On December 16, 2025, the ADC issued its final notice on the anti-dumping investigation into imported rebar from Malaysia, Indonesia, Türkiye, Thailand and Viet Nam. Following a thorough verification process, the commission determined that the dumping margin for Hoa Phat’s rebar was below 2 per cent.

Under World Trade Organization (WTO) rules, such a margin is insufficient to constitute dumping. Australia therefore decided to close the case without imposing any tariff measures on Hoa Phat steel products. The ruling gives Hoa Phat a significant competitive advantage in exporting to the large Australian market.

According to the group, the outcome reflects its transparent and well-structured accounting system, which ensures full, accurate and traceable reference data, allowing timely explanations and effective cooperation with investigating authorities when required. The ADC’s decision also affirms Hoa Phat strict compliance with international trade regulations throughout its production and export operations.

In 2025, Hoa Phat recorded a series of favorable outcomes in anti-dumping cases in international markets. In early December 2025, the Canada Border Services Agency (CBSA) announced that Hoa Phat wire rod products would be subject to an anti-dumping duty of 5.7 per cent, or even 0 per cent in cases where export prices of galvanized wire rod to Canada were equal to or higher than normal values. Earlier, both the European Union and India decided not to impose anti-dumping duties on Hoa Phat hot-rolled coil products.

Hoa Phat is currently the largest steel producer in Southeast Asia and ranks among the world’s top 30 steelmakers. By the end of 2026, the group’s steelmaking capacity will reach 16 million tons per year, mainly comprising hot-rolled coil and high-quality steel, helping to fully meet demand in both domestic and international markets.
