Hoa Phat Steel Pipe Exempt from U.S. Anti-Dumping Duties in Circumvention Investigation

Effective from May 5, 2025, Hoa Phat is authorized to export its Light-Walled Rectangular Pipe and Tube (LWRPT) products to the U.S. market under a self-certification process without being subject to anti-dumping duties. This outcome follows Hoa Phat’s successful demonstration that the steel substrate used in its pipe exports to the U.S. originates from Vietnam.

Hoa Phat Steel Pipes Exempted from U.S. Anti-Dumping Duties in Circumvention Investigation

This result was officially confirmed in the U.S. Department of Commerce (DOC)’s final determination of the administrative review into anti-dumping (AD) and countervailing duty (CVD) circumvention involving Chinese-origin LWRPT imports into the U.S.

Participating in the administrative review, Hoa Phat provided evidence that the steel substrate used for its pipe exports during the 2022-2023 review period was sourced domestically in Vietnam. As a result, Hoa Phat’s shipments are exempt from anti-dumping duties — duties that were previously imposed following a circumvention probe in 2022.

According to the DOC’s final decision, Hoa Phat utilized Vietnamese-origin hot-rolled coil (HRC) steel in its LWRPT shipments during the review period. Consequently, the company is now eligible to engage in the self-certification process for future exports, with this exemption effective from May 5, 2025.

Within 35 days of this final determination, the DOC will issue instructions to U.S. Customs and Border Protection (CBP) to release the applicable shipments without collecting cash deposits. This ruling paves the way for Hoa Phat Steel Pipe to expand its export activities in the U.S. market moving forward.

This success reflects Hoa Phat’s proactive cooperation and full transparency with U.S. authorities throughout the investigation, with clear data systems and accurate reporting playing a key role in the favorable outcome.

Previously, in 2016, the U.S. International Trade Commission (USITC) also ruled against imposing anti-dumping duties on carbon steel pipes exported from Vietnam to the U.S.
