On July 16, 2025, the European Commission (EC) issued its final decision in the anti-dumping investigation into certain hot-rolled steel products imported from Egypt, Japan, and Vietnam into the European Union (EU). According to the decision, hot-rolled coil (HRC) produced by Hoa Phat Group is officially not subject to EU anti-dumping duties.

Hoa Phat’s HRC exports to Europe will be taxed at a rate of 0%, while other Vietnamese producers face a duty of 12.1%. Japanese HRC imports are subject to duties ranging from 6.9% to 30.4%, and Egyptian HRC is subject to a duty of 11.7%.
The 0% duty allows Hoa Phat to maintain its competitive advantage in the EU market. Downstream businesses using Hoa Phat's HRC can also confidently export to the EU without concerns over origin restrictions or dumping-related barriers.
The exemption reflects Hoa Phat’s internal capabilities, international legal expertise, and the maturity of Vietnamese enterprises in adapting to and meeting stringent global market standards.
This success is the result of cost optimization throughout the entire production process - from raw materials to finished products - improving product quality while maintaining international standards at competitive prices. Hoa Phat’s accounting system is transparent and clearly structured, ensuring accurate and complete traceability of reference data. Throughout the investigation, Hoa Phat cooperated closely and proactively with EU authorities, providing all required data and relevant information.
On August 8, 2024, the European Commission announced the initiation of an anti-dumping investigation into certain hot-rolled steel products originating from Egypt, India, Japan, and Vietnam. The dumping investigation period was from April 11, 2023, to March 31, 2024, and the injury investigation period spanned from January 1, 2021, to March 31, 2024.
Hoa Phat Group is the largest steel producer in Vietnam and Southeast Asia. By the end of 2025, the Group’s designed production capacity will reach 16 million tons per year, primarily focused on hot-rolled coil and high-quality steel for the mechanical engineering industry. Hoa Phat holds the largest market share domestically and exports various steel products to 40 countries and territories.
In September 2025, Hoa Phat is set to complete Blast Furnace No. 6 under Phase 2 of the Hoa Phat Dung Quat 2 Integrated Steel Complex. Once completed, the Group’s total steel output will reach 16 million tons per year, including 9 million tons of hot-rolled coil - fully meeting domestic demand for this product.
