Hoa Phat Hot-Rolled Coil Officially Exempt from India’s Anti-Dumping Duties

On August 13, 2025, the Directorate General of Trade Remedies (DGTR) of India announced the final conclusion of its anti-dumping investigation into hot-rolled coil (HRC) imports from Vietnam. According to the decision, hot-rolled coil produced by Hoa Phat Group will not be subject to India’s anti-dumping duties.

Hoa Phat Hot-Rolled Coil Officially Exempt from India’s Anti-Dumping Duties

Hoa Phat’s HRC exports to India are exempt from tariffs as the determined dumping margin fell within the 0–10% range. Meanwhile, other Vietnamese companies were found to have dumping margins of 20–30% and are subject to duties of USD 121.5 per ton, applicable for a period of five years.

This exemption gives Hoa Phat’s products a strong competitive advantage in the Indian market. In particular, downstream manufacturers using Hoa Phat’s HRC can confidently export to India without facing trade defense barriers or origin-related challenges.

The outcome reflects Hoa Phat’s internal strengths, international legal expertise, and the maturity of Vietnamese enterprises in adapting to and meeting the stringent requirements of global markets.

Hoa Phat’s success stems from optimizing costs across all stages of production, from raw materials to finished products, while enhancing product quality, ensuring compliance with international standards, and maintaining competitive prices. The Group’s transparent accounting system ensures full and accurate traceability of reference data. During the investigation, Hoa Phat closely cooperated and proactively provided comprehensive data and information to India’s investigating authorities.

On August 14, 2024, DGTR initiated the anti-dumping investigation into hot-rolled coil originating in or exported from Vietnam. The investigated products included alloyed or non-alloyed hot-rolled coil; uncoated, unplated, or unpainted, with thickness up to 25mm and width up to 2100mm under HS codes 7208, 7211, 7225, and 7226. Stainless hot-rolled coil was excluded from the scope. The dumping investigation period was from January 1, 2023, to March 31, 2024, while the injury assessment covered April 2020 to March 2024.

Hoa Phat holds the No. 1 market share domestically and exports various types of steel to over 40 countries and territories.

Hoa Phat is set to complete Blast Furnace No. 6, part of Phase 2 of the Hoa Phat Dung Quat 2 Iron and Steel Complex, in September 2025. Upon completion, the Group’s total steel output will reach 16 million tons annually, including 9 million tons of hot-rolled coil - sufficient to meet 100% of domestic demand for this product in Vietnam.
