Steel products of Hoa Phat Group will not be subject to the European Union (EU)’s provisional anti-dumping duties on certain hot rolled coil (HRC) steel products imported from Egypt, India, Japan and Vietnam, according to a recent announcement from the European Commission (EC).

The leading Vietnamese steel manufacturer attributed this outcome to multiple factors, including its modern production technology and optimised manufacturing processes, which ensure competitive prices. Additionally, the company fully cooperated with the EU in the investigation, proactively providing all required data.
The exemption from anti-dumping duties reflected the firm’s legal expertise in handling international trade regulations. Furthermore, downstream businesses using Hoa Phat’s HRC will have greater opportunities to export to the EU without concerns over origin or raw material pricing issues.
Currently, Vietnamese exporters such as Formosa and other HRC suppliers face a provisional duty of 12.1 per cent when exporting to the EU. Meanwhile, Japanese HRC imports are subject to duties ranging from 6.9 per cent to 33 per cent, while Egyptian exports incur a 15.6 per cent duty.
The announcement also specifies that the provisional tariffs will apply to certain flat-rolled iron, non-alloy steel, or other alloy steel products, whether in coil form or not, that have not undergone further processing beyond hot rolling and are neither coated nor plated. These affected products originate from Egypt, Japan and Vietnam.
The products excluded from this investigation are: grain-oriented stainless steel or silicon electrical steel; tool steel and special high-hardness tool steel; steel not in coil, with no relief pattern, a thickness greater than 10 mm, and a width of 600 mm or more; and steel not in coil, with no relief pattern, a thickness between 4.75 mm and 10 mm, and a width of 2,050 mm or more.
On August 8, 2024, the European Commission (EC) announced the initiation of an anti-dumping investigation into certain hot-rolled steel products from Egypt, India, Japan, and Vietnam, imported into the European Union (EU). The period for the anti-dumping investigation is from April 11, 2023, to March 31, 2024, while the damage investigation period runs from January 1, 2021, to March 31, 2024.
Hoa Phat Group is the largest steel producer in Vietnam and Southeast Asia. By the end of 2025, the Group’s steel production capacity will reach 15 million tons per year, focusing primarily on hot-rolled coil steel and high-quality steel for the mechanical engineering industry. Hoa Phat holds the largest market share in Vietnam and has exported various types of steel to 40 countries and territories.
