On September 26, 2025, the European Commission (EC) issued Implementing Regulation EU 2025/1919, officially imposing anti-dumping duties on certain hot rolled coil (HRC) products imported from Vietnam, Egypt, and Japan. According to the decision, HRC produced by Hoa Phat Group is exempt from EU anti-dumping duties.
EU imposes no anti-dumping duties on Hoa Phat’s Hot Rolled Coil
According to the EC’s decision, the current anti-dumping measures do not apply to the Vietnamese producer-exporter Hoa Phat Group, including Hoa Phat Dung Quat Steel JSC, Hoa Phat Cold Rolled Steel Co., Ltd., Hoa Phat Steel Sheet Co., Ltd., Hoa Phat Steel Pipe Co., Ltd. – Hung Yen Branch, Hoa Phat Binh Duong Steel Pipe Co., Ltd., and Hoa Phat Da Nang Steel Pipe Co., Ltd.
The 0% duty allows Hoa Phat to maintain its competitive advantage in the EU market. More importantly, downstream enterprises using Hoa Phat’s HRC can continue exporting to the EU without concerns over origin rules or anti-dumping measures on raw materials.
Hoa Phat’s HRC exported to Europe enjoys a 0% duty rate, while other Vietnamese companies face a 12.1% rate.
The EU’s decision not to impose anti-dumping duties on Hoa Phat’s HRC reflects the Group’s internal strength, international legal expertise, and the maturity of Vietnamese enterprises in adapting to and meeting strict global market standards.
Hoa Phat’s success stems from cost optimization at every stage of production, from raw materials to finished products, improving product quality, and ensuring compliance with international standards at competitive prices. Its accounting system is transparent and reliable, providing complete and accurate reference data. During the investigation, Hoa Phat cooperated closely and proactively provided comprehensive data and information to EU authorities.
On August 8, 2024, the European Commission (EC) announced the initiation of an anti-dumping investigation into certain hot rolled steel products originating from Egypt, India, Japan, and Vietnam imported into the EU. The dumping investigation period ran from April 11, 2023, to March 31, 2024, while the injury investigation covered January 1, 2021, to March 31, 2024.
On July 16, 2025, the EC issued its final decision in the anti-dumping investigation on hot rolled steel imports from Egypt, Japan, and Vietnam. Accordingly, Hoa Phat’s hot rolled coil products were not subject to EU anti-dumping duties.
As the only Vietnamese enterprise producing HRC, Hoa Phat has supplied the market with a wide variety of HRC products in different widths and thicknesses to meet customer needs. Hoa Phat’s HRC products comply with stringent global standards such as JIS, MS, SAE, and BS EN, and have obtained CE Marking certification – considered the “passport” for exports to Europe.
On September 20, 2025, Hoa Phat reached the milestone of 15 million tons of hot rolled coil. Of this, HRC1 Plant at the Hoa Phat Dung Quat 1 Iron and Steel Integrated Complex has produced over 13.5 million tons, while HRC2 Plant at the Hoa Phat Dung Quat 2 Complex contributed nearly 1.5 million tons.
Hoa Phat Group is the largest steel producer in Southeast Asia and ranks among the Top 30 global steel enterprises. Starting in 2026, Hoa Phat’s annual steel production capacity will reach 16 million tons, including 9 million tons of HRC and high-quality steel, fully meeting domestic and international market demand.
